Andrés holds a Bachelor of Laws (LLB) from Universidad EAFIT (Medellín) and has undertaken courses in international law at American University, the United Nations Office in Geneva, the United Nations Institute for Training and Research (UNITAR) and The Hague Academy of International Law. After graduating from the Diplomatic Academy, he joined Colombia’s Foreign Service, where he currently serves as First Secretary at the Ministry of Foreign Affairs.
Throughout his diplomatic career, he has worked on legal matters at the Bureau of Affairs before the International Court of Justice (ICJ) and the Directorate for Human Rights, as well as on political and foreign policy issues at the Office of the Foreign Minister. He has remained actively engaged in strengthening Colombia’s diplomatic profession and was elected in 2018 to the Board of the Diplomatic Association of Colombia, representing young career diplomats. In addition, in 2026 he was appointed President of the Union of Career Diplomats of Colombia (UNIDIPLO), the organization representing more than 250 members of Colombia’s Foreign Service officers. He is committed to advancing the professionalization of diplomacy in Colombia, strengthening the foreign service, and enhancing his country’s role on the international stage.
Following nearly five years serving as Consul of Colombia in Bilbao, Spain, where he oversaw consular services for more than 100,000 Colombian citizens in northern Spain, Andrés recently returned to Bogotá to join the Directorate for Political Multilateral Affairs. In this role, he is responsible for issues related to Colombia’s non-permanent membership on the United Nations Security Council (2026–2027).
