Andrés has a Bachelor of Laws (LLB) from Universidad EAFIT (Medellin) and has undertaken courses in international law at American University, the United Nations Office in Geneva and The Hague Academy of International Law. After Diplomatic Academy, he joined his country's Foreign Service where he is currently Third Secretary at the Ministry of Foreign Affairs. He has worked on legal matters at the Bureau of Affairs before the International Court of Justice and then on political and foreign policy issues at the Office of the Foreign Minister and the Directorate for Human Rights and International Humanitarian Law. He was elected to be a Board member of the Diplomatic Association of Colombia representing young career diplomats. He is committed to advancing the professionalization of diplomacy in Colombia and strengthening his country's role in the international stage.
Andrés is currently the Deputy Consul of Colombia. For the past year he has been posted in Bilbao, Spain. In the Consulate, over 60.000 Colombian citizens living in northern Spain are assisted and relations between the Basque Country and Colombia are fostered.
