Graduated with honors in Modern Languages from the University of Buenos Aires, César holds an Executive MBA degree from IAE Business School, Austral University.

César is currently a Consultant at the Interamerican Development Bank, helping private sector companies in Latin America to reduce gender gaps. Prior to this, he was a Knowledge Management Supervisor at Mercado Libre Inc, the larger e-commerce and fintech company in Latam, where he leads corporate education and knowledge strategy projects. He also worked as the Manager of the University Liaison of the Government of the City of Buenos Aires. He created and implemented the government's first policy on talent attraction and international education, which helped to significantly increase the number of international students in the local universities. He believes that high-quality education, federally extended and related to productive needs is a key tool to boost development in Latin America.

Cesar is based in Buenos Aires, Argentina.
