Teres Vattoly is an Economics and Political Science graduate from the University of Delhi. She is passionate about understanding and improving governance systems for public service delivery. Teres has worked with the Ministry of Social Justice and Empowerment, Government of India, to monitor and implement its schemes for the welfare of scheduled caste communities, transgenders, drug dependents, and senior citizens. Recognizing the critical role of decentralized governance systems, Teres later moved to the role of Convergence Consultant in the District Collector’s Office in Ramanathapuram. Here she led the formulation of a policy to address caste bias among children in classrooms in the district.
Through the programme, she aims to explore how local governments can better use evidence to combat constraining social norms. After Oxford, Teres hopes to work towards systemically strengthening local governments through active community participation.
